Because of the humiliating shortage of potatoes, the authorities decided that now only potatoes would be lost. So they took exhaustive measures. They banned potato shortages at the highest legislative level. On Monday, the "House of Representatives" passed a law on introducing fines for the lack of seasonal vegetables on sale. So the problem is solved. However, if eggs suddenly start disappearing, a separate law will have to be adopted, writes planbmedia.io.
In accordance with the law adopted in two readings at once, the imposition of a fine entails "non-delivery or under-delivery of fruit and vegetable products by the supplier under the contract ... as well as their absence in the sales of the procurer in the trading facility in the off-season period".
"We believe that these measures will be able to streamline the work of retail chains, eliminate the presence of commodity shortages and, most importantly, provide the residents of our country with quality, socially important fruit and vegetable products, especially in the off-season period", - said the "deputy" Marina Lenchevskogo.
And the one who is against the provision of socially important products, will have to answer to the full severity of the new administrative code. For individuals, the fine will be from 210 to 504 rubles. The law does not specify whether the punitive measure will concern, for example, grandmothers selling dill from their vegetable garden near the subway. On the one hand, the grandmother did not sign supply agreements. But, on the other hand, she has no potatoes. Not to mention the full range of seasonal vegetables.
Fines from 840 to 8,400 rubles are provided for legal entities. That is, Lukashenko signed a decree on advance contracts for the supply of seasonal vegetables. It turns out that if you have agreed in advance, then no sudden crop failures can serve as an excuse.
Otherwise, it is not very clear what to do to trade objects, where potatoes are suddenly sold out. But, on the other hand, the law does not require to provide potatoes to customers. The main thing is that there should be potatoes in the trade object.
So, the law is very timely, taking into account all the circumstances. Because it is really awkward with potatoes. Even in front of the neighbors it's embarrassing. People laugh and point fingers.
A potato shortage is a serious matter. Not for nothing Lukashenko has been looking for guilty people for the second week already and every time he finds different ones.
The law has one tiny drawback. It is good if nothing but potatoes (and cabbage) will be lost. But the other products did not assume such increased obligations. Just last week the authorities returned full regulation of prices for meat, milk and sweets. So sausage and cottage cheese are now back in the risk group. And it turns out that now it will be necessary to adopt a separate law for each product.
So it is easier to adopt a law on fines for stores that do not have something. And the problem with shortages will solve itself. Because the stores will run out. And if there are no stores, there will be no shortage of products.
